The Earl Carl Institute for Legal and Social Policy, Inc. is a 501 (c)(3) organization established in 1992.

THE  CHANGE AGENT AWARD

This award was established in the name of the Institute’s founder, Professor Marcia Johnson.  Professor Johnson is a visionary who 1992 created the Earl Carl Institute for Legal and Social Policy, Inc. as a nonprofit organization affiliated with the Thurgood Marshall School of Law. Professor Johnson named the Institute after a founding law school, Professor Earl Carl, because Earl Carl epitomized the idea of accomplishment despite obstacles. She envisioned creating a training ground for law students that would ultimately give back to the community.

The Institute has continued to evolve and expand its reach over the years because of Professor Johnson’s vision, sense of fairness, and passion for service to historically neglected communities.   Today, in addition to serving as a resource for law students to develop and strengthen their academic research and writing skills, the Institute also serves as a valuable resource to the community.  The Institute serves the community through the offering of its programs and services, which include three free direct legal services programs, community forums, symposia, and pro bono activities, and by providing research-based policy advocacy addressing issues that have a disproportionate impact on people of color, as well as other populations traditionally disenfranchised, on a local, state and national level.  Professor Marcia Johnson has served on various national, state, and municipal boards and committees as a “voice at the table” for disenfranchised communities in many volunteer roles. Her community service includes serving as vice chair of the Houston Forensic Science, LGC, Inc., Executive Committee Member of the Harris County Coalition for Juvenile and Criminal Justice Reform, Member of Harris Health Systems Board of Directors, and Member of the Board of Advisors, Annam Community Development Corporation. She epitomizes commitment as she serves as a mentor to many and an inspiration to us all.

About

PROFESSOR MARCIA JOHNSON

Professor Marcia Johnson is a visionary. In 1992, she created the Earl Carl Institute for Legal and Social Policy, Inc. as a nonprofit organization affiliated with the Thurgood Marshall School of Law. Professor Johnson, a former Interim Dean and former Interim Associate Dean at Thurgood Marshall School of Law, named the Institute after one of the law school’s pioneers, Professor Earl Carl.

Professor Carl personified the ideal of overcoming obstacles in the pursuit of excellence. She envisioned creating a forum for law students that would ultimately give back to their community. Initially, the Institute was designed to serve as a resource for the Thurgood Marshall students seeking to enhance their research and writing skills. Over the next two decades, Professor Johnson’s vision continued to grow and so did the institute.

In 2005, the Institute added the Center for Government Law to its programs along with an Associate Director to oversee the operations of the Center. In 2007, the Institute launched its Opal Mitchell Lee Property Preservation Project which added the support of contract staff.
